'Drug Queen' surrenders: PNP chief

Metro Manila (CNN Philippines) — A top drug supplier implicated by self-confessed bigtime drug dealer Kerwin Espinosa, surrendered to the police on Monday, police said.

The surrender of Lovely Adam Impal, touted by police as a "drug queen" who supplied drugs to Espinosa, was confirmed by Philippine National Police Chief Director General Ronald Dela Rosa.

"Natakot siya na na-implicate siya ni Kerwin (She's scared now that Kerwin implicated her)," Dela Rosa told reporters at the Senate.

The police chief was speaking at the resumption of the Senate investigation into the killing in November of Espinosa's father, former Rolando Espinosa, the mayor of the town of Albuera in Leyte.

Impal, who is on the Philippine Drug Enforcement Agency's "watch list," was escorted to Camp Crame by Chief Superintendent Agripino Javier, Regional Director of the police's regional office in the Autonomous Region of Muslim Mindanao.

Dela Rosa said Impal admitted she was Espinosa's drug supplier.

"We have one less drug queen operating," the police chief said.

He added that Impal was "not cooperative" in providing more information to authorities, but added that she mentioned some policemen allegedly involved in the illegal drug trade.

Dela Rosa said no cases have been filed against Impal, who is under the custody of the Philippine National Police's Anti-Illegal Drugs group in Camp Crame in Quezon City.

Who is Lovely Adam Impal?

Impal's name is on the watch list of  the Philippine Drug Enforcement Agency (PDEA) in Northern Mindanao.

The agency confirmed that she is a high-value target and a big-time player in the illegal drugs business.

They also added that Impal was recently implicated in several big anti-drug operations across the region.

According to Espinosa's affidavit, Impal is facing a drug-related case at the Cebu City Regional Trial Court Branch 58.

PDEA-10 officials are validating Impal's connections with another alleged drug queen, Johaira Abinal Macabuat. Macabuat is the former mayor of the town of Maguing in  Lanao del Sur.

Macabuat, who is known by the alias "Marimar," was arrested in July.

Impal's source of illegal drugs is a certain "Don Pepe" from Marawi City, but Impal claimed he is already dead.

According to Espinosa, Impal was referred to him by Cebu's top drug lord, the late Jeffrey "Jaguar" Diaz.

Impal was also tagged by the slain elder Mayor Espinosa in his affidavit.

The late mayor said he met Impal in November 2015 in a hotel in Albuera owned by his son.

Impal allegedly also supplied drugs to high-profile New Bilibid Prison inmates Peter Co and Peter Lim.

She supposedly introduced the younger Espinosa to Co because she was unable to pay her ₱10-million debt to the alleged drug lord.
