Religious group wants charges filed vs. cops in Kian's slay

Metro Manila (CNN Philippines, August 22) — A religious organization wants criminal charges to be filed against policemen responsible for the death of 17-year-old Kian Loyd Delos Santos.

Rise Up For Life and For Rights, a group helping families of drug suspects killed in police operations, said sanctions imposed on Northern Police District Director Chief Superintendent Roberto Fajardo and five other members of the Caloocan City Police should go beyond administrative relief.

"'Yung relief na iyan ay alam naman natin papahingahin lang sila doon sa kampo nila. Pagkatapos niyan, palipasin lang yung init ng issue pero ipo-promote naman," said Father Gilbert Billena, the group's convenor and spokesperson, during the mass at Delos Santos' wake, Tuesday.

[Translation:We all know relieving them from their posts is just for a break. After the issue dies down, they will eventually be promoted.]

Philippine National Police chief Director General Ronald Dela Rosa has ordered Fajardo's relief amid the ongoing probe on Delos Santos' death.

Fajardo will be replaced by Chief Superintendent Amando Clifton Empiso,  the National Capital Region Police Office's Deputy Regional Director for Operations.

Delos Santos was found in a fetal position with a gunshot wound to his head after an anti-illegal drugs operation on Aug. 16. Police report said he fired first, which prompted officers to fire back.

However, accounts from witnesses and footage from a CCTV camera show a young man believed to be Delos Santos being dragged away by two men in civilian clothes.

Police later admitted it was Kian, and those dragging him were policemen. The Internal Affairs Service of the Philippine National Police (PNP) is looking into possible administrative charges against the three policemen.

Billena said they will be monitoring the progress of the investigations. The PNP said there are three parallel probes under its watch — one by the IAS,  the Criminal Investigation and Detection Group, and the Caloocan police. 

"Susubaybayan po ito ng Rise Up at ng iba pang samahan ng mga taong simbahan at iba-iba pang samahan ng taong simbahan at iba-ibang samahan ng mga sektor upang i-demand yung katarungan at hustisya para kay Kian at sa iba pang mga biktima," he said.
