Taliño gets back SAF post a week before third Mamasapano anniversary

Metro Manila (CNN Philippines, January 18) — Director Noli Taliño will return to the Philippine National Police (PNP) Special Action Force (SAF) a week before the third anniversary of the bloody Mamasapano encounter.

Taliño, current Directorate for Human Resource and Doctrine Development (DHRDD), will be replacing Director Benjamin Lusad, who will go to the Directorate for Integrated Police Operations-Southern Luzon (DIPO-SL).

Taliño was SAF deputy chief during the Jan. 25, 2015 operation, which saw 44 PNP-SAF members on a mission to capture Malaysian terrorist Marwan, killed by rebels.

He was appointed SAF officer-in-charge after the dismissal of Director Leo Napeñas.

Replacing Taliño at the DHRDD is Director Cedrick Train from the Directorate for Integrated Police Operations-Western Mindanao (DIPO-WM).

Nine other officials were reshuffled to other departments, namely:

  • Director Noel Constantino, from Directorate for Police Community Relations (DPCR) to DIPO-WM
  • Director Eduardo Garado, from DIPO-Southern Luzon to DPCR.
  • Chief Superintendent Elmo Sarona, from Cordillera Police Regional Office (PRO) to Directorate for Investigation and Detective Management.
  • Chief Superintendent Edward Carranza, from Health Service to Cordillera PRO
  • Chief Superintendent Emmanuel Licup, from Directorate of Operations (DO) to MIMAROPA PRO
  • Chief Superintendent Wilben Mayor, from MIMAROPA PRO to DO
  • Chief Superintendent Robert Quenery, from Region 2 PRO to Region 7
  • Chief Superintendent Timoteo Pacleb, from Region 10 PRO to Region 2
  • Chief Superintendent Jose Espino, from Region 7 PRO to Region 10
