Makati City (CNN Philippines) — The stage is set for the proclamation rally of the 'Serbisyong Binay' ticket led by Second District Makati Rep. Abegail "Abby" Binay, who is running for mayor, and vice mayoralty candidate, First District Makati Rep. Monique Lagdameo.

The program was held Monday (March 28) at Metropolitan Avenue, Pasong Tamo Street and P. Ocampo Extension, where supporters are expected to rally behind the Binay-Lagdameo tandem.

United Nationalist Alliance (UNA) presidential candidate Jejomar "Jojo" Binay, his running mate Sen. Gringo Honasan, and the Senate slate of UNA are also attending the proclamation rally.

If she wins, Abby Binay is going to be the fourth in the family to serve as mayor.

The Binays led Makati since the presidency of Corazon "Cory" Aquino - starting with Jejomar Binay, his wife Elenita Binay, and son Junjun Binay.

Junjun Binay was dismissed from office in October last year over corruption issues.

By default, then Vice Mayor Kid Peña took over the mayoralty post from the Binays.

Peña kicked off his campaign early today with a motorcade - beginning in Lawton Avenue in West Rembo.

His running mate is Karla Mercado - the daughter of another former Makati Vice Mayor Ernesto Mercado, who exposed the Binay family's supposed anomalies in Makati.

Mercado was seen on the sidelines of the event despite being under the Witness Protection Program.

UNA Communications Director Joey Salgado admitted that there are advantages to being the incumbent official. But Salgado said he saw an internal survey commissioned by private entities, which showed that 70% of Makati residents prefer Abby Binay.

He added many residents are complaining of what he calls 'bad governance' of Peña in Makati. He said public services are deteriorating since Peña took over — and that this is one of the reasons why they would want the Binays to return to Makati.
