DILG: Erap staff turned over transition documents to Isko team after all

Metro Manila (CNN Philippines, July 19) — The Department of Interior and Local Government (DILG) on Friday said there’s no need to pursue charges against former Manila Mayor Joseph “Erap” Estrada for his supposed failure to turn over documents to his successor, Mayor Francisco “Isko” Moreno Domagoso.

An investigation conducted by the department showed that all necessary transition documents were turned over by Estrada’s transition team to the DILG Manila Field Office on June 28. The documents were then forwarded to the new city administrator in July.

“Based on the results of the fact-finding investigation, we find no basis to file administrative charges against former Mayor Estrada as we have confirmed from a report submitted by our regional office that the required documents were endorsed by former City Administrator Ericson Alcovendaz to Mayor Moreno’s transition team and the DILG Manila Field Office on June 28, 2019,” Interior Undersecretary Jonathan Malaya said in a statement.

While Estrada and his transition team were absent during the turnover ceremony, Malaya stressed that “what is important is that the transition documents have been turned over to his successor.”

The department earlier said filing of raps against Estrada is probable “if it is proven that there was negligence” on his part to turn over necessary documents.

Under the Memorandum Circular No. 2019-39, local government officials are tasked to create transition teams that will facilitate the proper turnover of documents and inventory of properties in their respective units.
