Officials identified the local extremist group leader as Samad Masgal also known as Commander Madrox.

Madrox was said to be seeking medical help after he lost his arm during a military encounter in the municipality of Midsayap in North Cotabato on August 31, when he got arrested by Philippine Drug Enforcement Agency (PDEA) Region 12, the Armed Forced of the Philippines, and Philippine National Police officers.

The BIFF leader was a high value target of PDEA,and was allegedly involved in selling prohibited drugs. He was also tagged in the recent bombing that had rocked Central Mindanao while the entire southern Philippines is under martial law.
