Artist-activist Mae Paner dresses up as Presidential Spokesperson Harry Roque in a rash guard, a swim cap, and some inflatable dolphins.

Metro Manila (CNN Philippines, July 27) — For the second time this year, popular artist-activist Mae Paner is channeling a widely-criticized public official amid enforcement of quarantine protocol.

Paner, whose moniker is Juana Change, showed up at the #SONAgKAISA rally at UP Diliman on Monday as Presidential Spokesperson Harry Roque in a rash guard, a swim cap, and some inflatable dolphins.

Paner's ensemble takes after Roque's controversial visit to a marine adventure park in Subic, Zambales, which the latter previously defended as a "side trip" despite strict enforcement of quarantine in Metro Manila and some parts of the country.

The presidential spokesperson received backlash after photos of him swimming with dolphins last month went viral. He has apologized for the incident, but reasoned that he did not violate any rules with a sport that did not involve any human contact in the first place.

Back in June, Paner also channeled Metro Manila Police Chief Debold Sinas, who has earned wide criticism for holding a mañanita despite the ban on mass gatherings.

Paner sported a shaved head, an orange shirt, with a bunch of long-stemmed roses at an Independence Day rally, a potshot at Sinas and his get-up during his controversial birthday feast.

Sinas announced on Monday morning that at least four individuals were arrested and taken to Camp Karingal for violating quarantine rules ahead of President Rodrigo Duterte's State of the Nation Address.

Duterte is expected to deliver his speech at around 4 p.m. at the Batasang Pambansa Complex.
