Metro Manila (CNN Philippines, March 2) — Cinemas and other establishments offering creative, arts, and entertainment activities in areas under general community quarantine would be allowed to reopen starting this Friday, subject to capacity limits and health protocols, according to a memorandum of the Department of Trade and Industry.

Cinemas can reopen at 25% capacity beginning March 5, the DTI said in Memorandum Circular 21-08 issued on Feb. 28.

Under the same order, libraries, archives, museums, cultural centers, theme parks, tourist attractions, and game arcades will be permitted to resume operations at half capacity while driving schools can fully operate.

Meetings, incentives, conferences, and exhibitions can also be hosted in venues, but the number of participants should be limited. Only 50% of the venue size must be filled.

Social events can also be held in establishments accredited by the Department of Tourism, but the venues could only accommodate up to 30% of their capacity.

The Inter-Agency Task Force initially said these businesses could resume operations on Feb. 15 once the guidelines on operating capacity were released, but this policy implementation was postponed due to opposition from Metro Manila mayors to reopen movie theaters.
