Metro Manila (CNN Philippines, October 4) — The Bicol International Airport (BIA) will begin operations and receive commercial domestic flights starting Thursday, Oct. 7, the Department of Transportation and the Civil Aviation Authority of the Philippines said Monday.

The construction of the airport located in Daraga, Albay was delayed for 11 years. There were also arson incidents during the construction, said Transportation Secretary Arthur Tugade in a statement.

He said the construction of the BIA is almost complete, with a 92.56% progression rate as of Oct. 3. The airport’s passenger boarding bridge is targeted to be positioned on Oct. 5.

CAAP chief-of-staff and airport projects team head Danjun Lucas said the airport is expected to operate international flights by Nov. 7, subject to airlines’ application and intent to operate international flights.

Once fully operational, the BIA can accommodate 2 million passengers a year. It is also expected to generate 1,100 indirect jobs.
