Metro Manila (CNN Philippines, September 9) — The Pasig City government has opened the franchise application for colorum or illegally operating tricycles in the city.

Mayor Vico Sotto signed Executive Order No. 70 Series of 2021 in a bid to help “almost 2,000” colorum drivers who have been operating for more than a decade and to prevent corruption as well.

“Ang nangyari nung nakaraang 12 years, marami pong na-revoke, maraming colorum, mga na-revoke naging colorum, bumibyahe ng illegal ang marami sa ating tricycle sa Pasig. Libo po ito,” said Sotto in a live Facebook video on Wednesday evening.

[Translation: What happened in the past 12 years, many franchises were revoked and they became colorum. There are many tricycles that are illegally operating in Pasig. They are in the thousands.]

“Una, hindi sila nagbabayad," he also said. "Lugi yung mga lehitimo at prangkisadong mga tricycle. Pangalawa, delikado din ito sa mga mananakay dahil wala silang proteksyon eh. Pangatlo, nakita ko 'tong the last three or four years, nagkaroon ng mga raket ‘yung iba nating empleyado.”

[Translation: First, they are not paying any fee. This is unfair to the tricycles that are legitimate and operating with franchise. Second, this is dangerous to all passengers because they have no protection. Third, I noticed in the past three or four years, some government employees took advantage of it.]

However, Sotto pointed out that the franchise application is only open to units that are already in operation. The franchise will only cost ₱420, he added
